EVV is a federal law that requires electronic record of certain information about the IHSS services performed and is a condition of employment for all non-live-in providers.
Beginning July 1, 2023, providers who do not live with their recipient(s), or non-live-in providers, are required to check-in and check-out at the beginning and end of each workday from the location where services are provided, such as in the home or community, using any one of the following options:

IMPORTANT:
There are no changes for LIVE-IN PROVIDERS. Providers who have completed and submitted the SOC 2298 form and live with their recipient(s), or Live-In providers, will continue to complete and submit their electronic timesheet to their recipient(s) for approval the same way they do today.
There are no changes for RECIPIENTS. Recipients will continue to review and approve their provider’s electronic timesheets the same as today. The EVV requirements do not change how recipient services are authorized or how recipients receive their IHSS services.

The California Department of Social Services, Adult Programs Division will be conducting the IHSS EVV Location Services provider training webinar sessions starting in April 2023. The webinars will demonstrate the changes to the EVV, including the new IHSS EVV Mobile Application, enhancements to the ESP and TTS systems, and how to complete timesheet adjustments for non-live-in providers beginning July 1, 2023.

IHSS recipients and providers must use one of two options, electronic or telephonic, to submit, review, approve, or reject timesheets.
With the electronic and telephonic timesheet systems, providers do not have to wait until the end of the pay period to submit their timesheets. Once the hours of service are completed for the pay period, the provider can submit their time.

The Electronic Services Portal (ESP) is a website that allows providers to take care of all their payroll needs online using your tablet, smartphone, laptop or computer. Recipients have the ability to approve/reject timesheets online and providers have the ability to complete and submit their electronic timesheets, view their payment status and history, sign-up for and make changes to Direct Deposit and submit Sick Leave Claims.
