Housing Assistance for Ukrainians (HAU)

The HAU program provides temporary housing and utility assistance to eligible Ukrainian individuals and families designed to assist recent Ukrainian arrivals transitioning to stable housing

Eligible populations include Ukrainian and non-Ukrainian participants in CalWORKs, Refugee Cash Assistance, REP, or non-aided with humanitarian parolee status under Uniting for Ukraine (U4U) Program. Eligible populations also include Ukrainians who came to the United States independently prior to the establishment of the U4U Program.

Assistance Details:

  • Support is limited to a maximum of six cumulative months.
  • Covers up to 50% of monthly rent and utility costs.
  • Assistance is limited to $10,000 per household over a cumulative six-month period; no exceptions will be made once the limit is reached or funds are exhausted, whichever occurs first.
  • Application deadline is December 31, 2025.

Funding Source:

The HAU program is funded by the Additional Ukraine Supplemental Appropriations Act (AUSAA).

Refugee Housing Assistance Program (RHSP)

The RHSP offers temporary housing and utility assistance to newly arrived refugees and other eligible populations served by the Office of Refugee Resettlement (ORR), supporting their transition to stable housing.

Ineligible Populations:

  • Individuals who are eligible for Afghan Support and Investment Program (ASIP) or Housing Assistance for Ukrainians (HAU)
  • Individuals enrolled in the ORR Matching Grant Program; and
  • Individuals currently receiving government and/or any other sponsored housing subsidy support, such as low-income housing, affordable housing, Section 8, senior housing, etc.

Eligible Populations:

Individuals whose ORR eligibility date (otherwise known as date of entry) begins on or after October 1, 2024. Individuals must provide acceptable documentation of one of the following ORR eligible categories to confer eligibility and access benefits for Refugee Resettlement Program benefits:

  • Refugees
  • Special Immigrant Visa holders from Iraq
  • Asylees (who are granted asylum on or after October 1, 2024)
  • Cuban and Haitian Entrants
  • Amerasians
  • Human Trafficking Victims, also known as T Visa victims (who are granted United States (U.S.) Department of Health & Human Services, ORR certification on or after October 1, 2024)

Assistance Details:

  • Support is limited to a total of 12 months within the first 12 months of ORR eligibility; no exceptions will be made once the limit is reached or funds are exhausted, whichever occurs first.
  • Covers up to 100% of monthly rent and utility costs.
  • Program expires September 30, 2027, or sooner depending on funding availability.

Funding Source:

The RHSP is funded with federal Refugee Support Services (RSS) base funds.
