Cash Assistance Program for Immigrants (CAPI)

Cash Assistance Program for Immigrants (CAPI) provides cash assistance to certain aged, blind, and disabled legal immigrants ineligible for Supplemental Security Income/State Supplemental Payment (SSI/SSP) due to their immigration status. CAPI participants may also be eligible for Medi-Cal, In-Home Supportive Services, and/or CalFresh benefits.

Eligibility

To be eligible for CAPI, you must meet all of the following eligibility requirements: 

  • Be a California resident;
  • Be age 65 or over, blind, or disabled; 
  • Be a non-citizen and meet the immigration status criteria in effect for SSI/SSP as of 08/21/96; 
  • Be ineligible for SSI/SSP solely due to your immigration status. This means you must apply for SSI/SSP and submit proof of your ineligibility from the Social Security Administration;
  • Have resources below the allowable limits of $2,000 for an individual or $3,000 for a couple; and
  • Have income less than the CAPI payment standards. 

 

If eligible, your CAPI payment amount will depend on your marital status, living arrangement, and income.

 

You are not eligible for CAPI if you are:

  •  A United States (U. S.) Citizen;
  •  A resident of a public institution for at least 30 consecutive days;
  •  A fleeing felon/parole violator; or
  •  Outside of California for at least 30 consecutive days.

Apply In Person

You may file a CAPI application at any DPSS District Office. However, all CAPI applications will be processed at the Metro North District Office.

The ebtEDGE app is free to download and can be found in the Apple App and Google Play stores as of November 10, 2023! The FIS ebtEDGE web and mobile apps are the only apps the cardholders should use for the management of their EBT benefits. Cardholders should not use third-party apps.

Important Information for Victims of Electronically Stolen CalFresh Benefits!

Were Your CalFresh Benefits Stolen as a Result of Electronic Theft? 

CalFresh recipients who were victims of electronic theft between October 1, 2022, through November 30, 2023, must complete a Report of Electronic Theft Form (EBT 2259) by February 29, 2024, to be eligible to receive retroactive benefit replacements.

CalFresh recipients may be eligible to receive retroactive replacements for any of the following reasons:

  • The cardholder did not file an EBT 2259 form,
  • An EBT 2259 was previously submitted and denied for not meeting reporting requirements, or
  • The cardholder was previously provided with only one month’s worth of benefits replacements but had lost more than that amount.
