Homeless Services


The Winter Shelter Program is held annually to protect people experiencing homelessness during Los Angeles's colder months. Winter Shelters are located all across the County, and will be operating 24 hours a day this year due to COVID-19. Winter shelters are available on a first-come, first-served basis to single adults. DPSS offers various Homeless Programs and Services designed to assist families and individuals who are homeless or at-risk of becoming homeless. To be assessed for any of the Homeless Programs and Services we offer, you must first be eligible for one of our cash/financial assistance programs. To apply for one of our cash/financial assistance programs, applications can be submitted online, in person at one of our DPSS District Offices, or by mail. General Relief - if you are a single adult or couple with no minor children, or

CalWORKs - if you are a family with minor children or if you are pregnant, or
Refugee Cash Assistance - if you are a refugee.

The easiest and quickest way is to apply online at BenefitsCal.

Apply By Phone

You can apply by phone. Call the Customer Service Center (CSC) (866) 613-3777 to have an application mailed to you.

Apply In Person

You can apply In person at any Department of Public Social Services (DPSS) District Office or outreach site.


Other Services

DPSS also offers nutrition (CalFresh) and healthcare assistance

(Medi-Cal) to homeless individuals and families.
