Family Preservation Program
The purpose of Family Preservation (FP)/Welfare-to-Work (WtW) GAIN Service Coordination is to integrate the resources of the Department of Children and Family Services (DCFS) and Department of Public Social Services (DPSS) to keep families intact. DPSS has many service resources a family can utilize to meet their child welfare goals. Additionally, when both case workers partner to coordinate services, families are more likely to stay on track for achieving economic self-sufficiency.
Family Preservation Identification
Eligible participants are identified by DCFS staff and are referred to DPSS through an automated system process. FP services are coordinated between WtW/GAIN, DCFS, and FP Agency staff along with the participant.
Family Preservation Criteria
Families are eligible for FP services when DCFS staff identify a family in need of FP services and verify the family is receiving CalWORKs. On-going case coordination and communication are key elements that provide support to the FP family throughout the life of the FP case, up to 12 months, or until the family is no longer deemed a mutual case.
Because FP families are CalWORKs eligible they are subject to the same CalWORKs and WtW/GAIN requirements including Time-Limits and Welfare Participation Rules. Participants who do not comply with WtW program requirements are subject to financial sanctions.
Family Preservation Services
Services offered by the FP Agencies under this program are geared to promote the physical, emotional, social, educational and cultural development of children in a safe and nurturing environment by providing families who are experiencing problems in family functioning with:
- In-home outreach visits;
- Parenting Training;
- Adult role model;
- In-home emergency caretaker;
- Child focus activities;
- Self-help family support groups;
- Therapeutic day treatment; and/or
- Teaching and demonstrating homemaking.
WtW/GAIN staff offer eligible participants services which are incorporated into the WtW Plan. Services may include:
- Mental Health Services;
- Domestic Violence Services;
- Substance Use Disorder Services;
- Education and Training Services;
- Employment Services;
- Transportation without duplication;
- Child Care; and
- Ancillary Expenses; Books, Tools, Uniforms, Fees.
Participants who complete FP services continue to be eligible for WtW services if they meet program eligibility.
