In-Home Supportive Services (IHSS)

In-Home Supportive Services, also known as IHSS, can help pay for services if you’re a low-income elderly, blind or disabled individual, including children, so that you can remain safely in your own home.  IHSS is considered an alternative to out-of-home care, such as nursing homes or board and care facilities.


On July 1, 2019, Los Angeles County began mandatory enrollment in electronic timesheets or telephonic timesheets.  You must use one of two options, electronic or telephonic, to submit, review, approve, or reject your timesheets.

With the new electronic and telephonic timesheet systems, providers do not have to wait until the end of the pay period to submit their timesheets. Once you have completed your hours worked for the pay period, you can submit your time.

Before enrolling for Electronic Services Portal (ESP) timesheets, have the following information available:

  • IHSS case number if you’re a recipient or IHSS provider number if you’re a provider
    • Case number can be found on the top right-hand corner of your IHSS paperwork such as Notice of Action, provider timesheet, etc.
    • Provider number can be found on the top right-hand corner of your IHSS paperwork such as Provider Notification of Recipient Authorized Hours and Services, provider timesheet, etc.
  • Social Security number; and
  • Valid email address.

Creating an account is easy! Register for ESP by following these simple steps:

  1. Access the ESP website at https://www.etimesheets.ihss.ca.gov/login
  2. Select “Register Here” and follow the steps.
  3. Enter your name, date of birth, 7-digit case number or 9-digit provider number, and the last 4 digits of your Social Security number.
  4. Create your user name and password and enter your email address.
  5. Select 3 security questions and enter your answers.
  6. Once you have finished the above steps, you will receive an email with a secure link to complete registration. Note: the link is only available a short time; if the link expires, you will need to begin the registration process again.

You can access the ESP website 24 hours a day, 7 days a week.

Before enrolling in the Telephone Timesheet System (TTS), have the following information available:

  • IHSS case number if you’re a recipient or IHSS provider number if you’re a provider
    • Case number can be found on the top right-hand corner of your IHSS paperwork such as Notice of Action, Provider Timesheet, etc.
    • Provider number can be found on the top right-hand corner of your IHSS paperwork such as Provider Notification of Recipient Authorized Hours and Services, provider timesheet, etc.
  • Social Security number, and
  • A 6-digit registration code if you’re a recipient. The registration code should have been mailed to you. If you do not have your registration code, you may:
    • Contact your IHSS office or
    • Call the IHSS Service Desk at (866) 376-7066

To register for TTS, follow the below simple steps:

  1. Dial (833) DIAL-EVV or (833) 342-5388.
  2. Press 3 for Registration.
  3. Enter your 6-digit registration code (which was mailed to you), or your 9-digit provider number, and your date of birth.
  4. Create your 4-digit passcode by entering it on your keypad.

For Blind, and Visually Impaired (BVI) Recipients who speak English or Spanish and are indicated as BVI have been provided the option of “Press or Say” their inputs in English or Spanish through the Accommodation TTS line at (844) 576-5445.

You may also request assistance for TTS by calling the IHSS Service Desk at (866) 376-7066 and selecting option 3 from the main menu.  Available Monday–Friday 8:00 a.m.–5:00 p.m.

PAID SICK LEAVE FOR PROVIDERS

On July 1, 2018, all active providers who work for an IHSS/WPCS recipient can earn paid sick leave.  Providers must complete a one-time, * two-part requirement to earn and use paid sick leave.

  • A provider must work 100 hours for an IHSS recipient to earn paid sick leave hours.
  • To use paid sick leave hours a provider must work an additional 200 hours or wait 60 days, whichever comes first.
