Semi-Annual Reporting


What is Semi-Annual Reporting?

Effective October 2013, CalWORKs and CalFresh families are subject to Semi-Annual Reporting rules and must turn in a report once every six months rather than every three months as under the old reporting system, Quarterly Reporting. This means that families will:

  • Complete a Semi-Annual Eligibility Income Report (SAR 7) only once; and
  • Comply with the yearly Redetermination during the 12th month.

Exception for CalWORKs:  Some families are subject to Annual Reporting rules.

Exception for CalFresh:  Some families are subject to Change Reporting rules. Contact the County for further details.

The information provided on the SAR 7 and Redetermination will be used to determine the participant’s eligibility to benefits for the six-month period.

CalWORKs Participants must report the following information on the SAR 7 and Redetermination:

  • Income;
  • Property;
  • Address; and
  • Any other changes to the household.

Mandatory Mid-Period Responsibilities

In addition to reporting on the SAR 7 and complying with the yearly Redetermination, CalWORKs participants must report the following changes within 10 days from the date the change occurred:

  • Total monthly Income that exceeds the Income Reporting Threshold (IRT)*;
  • Address Changes;
  • Fleeing Felon Status; and
  • Probation or Parole Violations.

*The IRT is the amount of income that you have to report within 10 days.  By “total monthly income” we mean any money you get.  Any time your IRT changes, the County will tell you in writing what the new income level is.
 


What is the SAR 7?

The SAR 7 is a report:

  • Shows the month you need to report all changes that occurred (5th month/Report Month);
  • Shows the month you need to turn in the report (6th month/Submit Month);
  • Asks for information about all income, work and training that occurred in the 5th month (Report Month);
  • Ask for all information about household members or costs that have changed since your application or Redetermination/Recertification.

When is the SAR 7 due?

The form is DUE by the 5th of the Submit Month.
 


When is the SAR 7 considered late?

The form is LATE when received after the 11th. However, the report will still be accepted through the 1st working day of the next month.

Example:  The January 2014 SAR 7 (Report Month) must be submitted in the month of February 2014 (Submit Month). The participant has until March 3, 2014 (Monday) to submit the report which is the first working day of the next month.

If the report is LATE, you may have a delay or overpayment/overissuance of benefits.
 


What is a “complete” SAR 7?

  • Provide proof of all the changes that occurred during the 5th Month/Data Month;
  • Complete all the boxes;
  • Date and send the SAR 7 in the Submit Month.
    • Do not send the SAR 7 the month you receive it in the mail.
    • If you sign and date the SAR 7 incorrectly, your benefits may be delayed.

Example:  Report Month is February 2013 and the Submit Month is March 2013.  The signature must reflect a day in the month of March 2013.

For CalWORKs: Both spouses and domestic partners, if living together, must sign the SAR 7 under penalty of perjury.
 


What cycle was assigned to your case?

Every CalWORKs and CalFresh family is assigned to one of six cycles which is based on the date your family became eligible to benefits. To find out what cycle you belong to, follow these steps:

  1. Review the documents you receive by mail to determine the cycle you belong to. The PA 6107 is an example of a form which displays the cycle you belong to;
  2. Understand the following SAR cycle terminology when reviewing the chart below:     
    • SAR Data Month - The month for which the participant reports all information necessary to determine eligibility. The SAR Data Month is the fifth month of each semi-annual period.
    • SAR Submit Month - The month in which the SAR 7 or the Redetermination/Recertification forms are required to be submitted by the participant. This is the month after the SAR Data Month, and is the sixth month of each semi-annual period.
    • SAR Payment Period - The period in which benefits are paid/issued. The SAR Payment Period is the six-month period immediately following the SAR submit month.
  3. Find the SAR cycle in the chart below; and
  4. Review the Data Month and Submit Month column to determine when your SAR 7 is due and for which month you need to report and provide information.

Example 1: The participant applied and was eligible to benefits in March 2014. The participant’s case is assigned to cycle 3.  The participant will report for the month of July 2014 (Data Month) and must submit the SAR 7 report in August 2013 (Submit Month). The next time the participant needs to report is during the Redetermination/Recertification which is in February 2014.

Example 2:  The participant applied and was eligible to benefits in September 2014. The participant’s case is assigned to cycle 3.  The participant will report for the month of January 2014  (Data Month) and must submit the SAR 7 report in February 2015 (Submit Month). The next time the participant needs to report is during the Redetermination/Recertification which is in August 2015.
