Approved Relative Caregiver (ARC) Program

The Approved Relative Caregiver (ARC) Program is a new program administered by the Department of Children and Family Services (DCFS) which extends cash aid benefits to relative caregivers who provide care for children who are ineligible to receive federal Foster Care benefits otherwise known as Aid to Families with Dependent Children-Foster Care (AFDC-FC).

These relative caregivers can receive an ARC payment on behalf of the child which is equal to the current foster care rate which ranges based on the child’s age as follows:



Birth to four years of age


Five to eight years of age


Nine to 11 years of age


12 to 14 years of age


15 to 20 years of age



DCFS will conduct the ARC eligibility determination for each non-federally eligible child and issue the ARC payment.
