Business Resources

Image of Business ProfessionalsThrough the collaboration with our partners, Workforce Development Board (WDB), Los Angeles County Office of Education (LACOE), and Employment Development Department (EDD), we are able to offer specific resources geared towards your business needs. Let the Job Development Cluster (JDC) be your "Yellow Pages". Allow us to connect you with the proper people and places to make your business a thriving success.

Here are a few of the resources and services available to you:

  • Down Sizing, Mergers, and Layoffs
The JDC can help you react quickly to changes in economic conditions. Businesses are recognizing that there are hidden and often very significant costs associated with layoffs and downsizing. At the same time, many companies understand that significant benefits may be realized through strategies that avoid downsizing and layoffs altogether. Through collaborative partnerships, the JDT can offer helpful resources for employers and employees dealing with a downsizing/layoff situation. • Economic Development
We have collaborated with a network of economic development professionals actively involved in business attraction, retention, expansion, and job creation throughout the State. Economic development addresses the needs of the business community through:
    • Timely and relevant economic information analysis
    • Direct business assistance to attract, retain and expand business
    • Networking and technology assistance
    • Focused economic development strategies supported by results-oriented initiatives for the region
  • State and Federal Tax Incentives

You may qualify for federal tax credits for each eligible job seeker you hire.

The Work Opportunity Tax Credit, which includes the Welfare-to-Work Tax Credit, has two purposes:

    • To promote the hiring of individuals who qualify as a member of a target group, and
    • To provide a federal tax credit to employers who hire these individuals.
  • Federal Bonding
The Employment Development Department's (EDD) Fidelity Bonding program provides bonding services at no cost to employers, employees, and job seekers at Worksource Services sites, and One-Stop Career centers throughout Los Angeles County. Fidelity bonding services protect employers against possible theft and dishonest or fraudulent acts, and helps alleviate employers' concerns in hiring ex-offenders and at-risk job applicants. Fidelity bonds may be issued from $5,000 up to $25,000 in $5,000 increments. Requests for fidelity bonds in excess of $10,000 will be considered on a case-by-case basis. Fidelity Bonding service delivery has been streamlined to take only a few minutes, and efficiently serve the operational needs of local staff who are already burdened by other paperwork and processing delays.

  • Office of Small Business
We can connect you with the Los Angeles County Office of Small Business (OSB) which provides a regional resource for companies to learn where technical assistance can be obtained from other public agencies in Los Angeles County, such as the State Employment Development Department, Small Business Development Centers, etc. OSB provides small businesses the ability to grow by giving them contracting and bid resources, not only with the 35 County departments, but also with the federal and state governments, cities and other public jurisdictions.
