Research Projects


Research ImageThe Research and Evaluation Operations (REO) Unit oversees all research projects for the Department, both internal and external, in collaboration with students from local universities and partners across the nation. REO Projects include oversight and management of a $1.4 million MOU with the Chief Executive Office for research services, and coordination of external research activities.


External Research Request Protocol

All research proposals that require Los Angeles County Department of Public Social Services’ participation and data must be submitted in writing to:

 The research proposal must include the following elements:

  • Name of person, group or institution that plans to conduct the research project.
  • Background/Study’s context.
  • Objective of the research project.
  • Type of research to be conducted.
  • Funding source(s).
  • Benefits of the proposed research project to Los Angeles County.
  • Research project time frames (i.e., How long will the project take and what time period will the data collections cover?)
  • Nature of the data or other information that is being requested from the Department staff.
  • Copies of all proposed survey forms, questionnaires, or other materials that will be used in the research effort.

 

Internal Research Request Protocol


Internal research proposals are open to all departmental programs. Research projects are decided at an annual departmental research priorities meeting, following a department-wide solicitation process.
The Assistant Directors must submit a written request to the Director of Bureau of Special Operations, upon research project solicitation. The research proposal must include the following:

  • The name of the requestor.
  • The requestor’s Bureau and Division.
  • The name of the requestor’s Division Chief.
  • The topic of the research project.
  • The statement of the problem (Identify the problem).
  • The rationale of the problem.
  • The questions and issues that will be addressed.

Student Research Request Protocol

External research proposals are requested from other County departments, consulting firms, universities and research organizations for DPSS to participate in their research projects, or to release departmental confidential information about applicants, participants and/or employees. External request also include requests submitted by students to obtain existing program information and/or data, or to conduct surveys and/or interviews of departmental staff.
 Requests must include a cover letter and a proposal document. The requests must be mailed to:

The cover letter must include the following elements if conducting a study:

  • Student’s name.
  • The educational institution affiliation.
  • A brief summary of the project.
  • The expected benefit(s) for DPSS.

The research proposal must include the following:

  • The objective of the research project.
  • The funding source(s).
  • The method (subjects, study design, procedures, and measures).
  • Applied for Institutional Review Board Approval (Yes/No).
  • Received Institutional Review Board Approval (Yes/No).
  • Estimated demand on staff time and resources.
  • The expected project timeline from start to finish with milestones.

Special Limitations For Student Request

  • Students will not be given DPSS administrative data other than what is available in the published reports in aggregated form.
  • Students will not be given access to applicants or participants for their research.
  • Students will not be given access to personal identifiers for DPSS employees.
  • Student may be given access to DPSS employees to complete an anonymous survey or interview at the employee’s choice to participate.
