Intergovernmental Relations

Welcome to the Intergovernmental Relations Section 

Thank you for visiting the Intergovernmental Relations (IGR) Section. IGR is organizationally located within the Bureau of ProgramIGR Section Logo and Policy. The Section’s primary role is to provide state and federal legislative and budgetary analysis for the Department of Public Social Services (DPSS), make recommendations regarding legislation, regulations and budget proposals, and advance the Los Angeles County Board of Supervisors’ policies on issues impacting programs administered by the Department. Consistent with Board policy, the primary objectives of IGR are to ensure:

  • Adequate funding for Department administered programs
  • Maximum flexibility to design programs to meet local needs
  • Quality and availability of services for customers served by the Department

Legislative and Budgetary Analysis

IGR monitors and tracks state and federal legislation and budget items of interest to the Department.  The goal of analysis is to assess departmental impacts. Analysis can lead to a recommendation to oppose or support legislation or budget proposals, or to the creation of legislative proposals to address policy issues of concern to the Department.

Internal Stakeholder Relations

IGR works closely with the Legislative Affairs and Intergovernmental Relations Branch of the Los Angeles County Chief Executive Office (CEO) to recommend and implement a Board-approved legislative agenda beneficial to the Department/County.

The Section provides technical assistance and analytical support to other administrative units in the Department on issues related to proposed legislation, regulations, and state and federal funding.

IGR also prepares talking points for the Department Head on issues related to legislation, state and federal budget proposals and public policy.

External Stakeholder Engagement

IGR maintains working relationships with many external stakeholders including the County Welfare Directors Association (CWDA), California State Association of Counties (CSAC), National Association of Counties (NACo), National Association of County Human Services Administrators (NACHSA), American Public Human Services Association (APHSA) as well as many other key public policy advocates to advance County positions and policies.

The Section hosts Departmental visits for both foreign and domestic dignitaries, legislative staff, state and federal delegations and VIPs.

IGR also coordinates the biennial Public Social Services Workshop and training to raise awareness and provide education about services offered by the Department and what Department staff does. Attendees are local legislative staff members and case workers responsible for assisting customers with benefits and services.
