What Is The Special Circumstances Program?

The Special Circumstances Program (SCP) pays for certain special needs:

To assist after a catastrophe (such as flood, fire or earthquake) - to repair or replace essential household furniture, equipment, supplies and clothing; OR
   
To maintain Safe and Healthful Housing - to repair home, repair or replace essential appliances (cook stove, refrigerator, space heater, water heater), pay for certain necessary moving expenses (eviction, unsafe housing), limited payment to prevent foreclosure or unmet shelter needs.



Who May Be Eligible For SCP?

Recipients of Supplemental Security Income (SSI)/State Supplemental Payment (SSP), In-Home Supportive Services (IHSS) or Cash Assistance Program for Immigrants (CAPI) who:

Have one or more qualifiying special circumstances need(s), AND
   
Utilize any non-exempt liquid resources.

The central toll-free SCP application number is: 1 (800) 611-6411.




How Does The Program Work?

An SCP Eligibility Worker takes application information by telephone, makes a home call to collect additional information, and completes the eligibility determination process. Supervisor approval is required for payment issuance.



How Are SCP Payments Made?

After eligibility for the SCP has been determined and the allowance has been approved, payments are made directly to the SCP recipient who in turn pays the vendor.
   
Payment amounts vary depending on the type of service authorized. Some expenses are one-time only expenses (e.g., payment to prevent foreclosure) while others are limited to once a year. There is a fixed SCP allocation each Fiscal Year. When funds are exhausted, applications will be denied.
