Question: Can a wife who is employed part-time (husband is employed full time) continue her education and Specialized Supportive Services (SSS) activities after the CalWORKs case is termed due to excess income?

   
Answer: No. The wife does not qualify for PES regardless of the termination reason or the husband’s employment hours.  Only full-time employed individuals are eligible for PES after CalWORKs termination.

Question: Can a participant receive both a One-Time Work Allowance (OTWA) payment and PES?

   
Answer: Yes, a participant whose CalWORKs case is terminated may be eligible for both the $500 OTWA payment and PES, if he/she is employed full-time and attending an approved PES activity (school).  If the activity is approved the participant is eligible to receive the OTWA, then supportive services limited to those needed for the school activity only.  Under no circumstances is the participant to receive supportive services for the employment, such as money for work boots or transportation to the job.

Question: Should the EIC component be opened when a participant reports employment?

   
Answer: No. The EIC component is used for the authorization and retroactive authorization of supportive services needed to assist the participant to keep his/her job.  The component is opened whenever an employed participant requests supportive services and is closed when the job ends or the case is deregistered from GAIN.  The EIC Component may only be opened after the employment has been entered on the MEPF screen.
