Learning Disabilities

Question:  If a participant is screened as potentially having a learning disability and begins the evaluation process, but does not complete it, would this participant be considered to have declined the evaluation?

 

Answer: Yes, if the participant clearly does not complete the Learning Disabilities Evaluation, the GSW should have him/her sign the WTW 17, Waiver of CalWORKs Learning Disabilities Screening and/or Evaluation form.  A participant’s refusal to sign the waiver is equivalent to the signed waiver when the refusal is documented in the GN 6050, GAIN Activity Record.

However, the GSW should discuss with the participant the reasons for not completing the learning disabilities evaluation before having the participant sign the waiver and then resume or reschedule the evaluation if the participant decides to continue with the process.  The participant shall not be sanctioned for failure to attend the evaluation.
