Question:  What forms of documentation are acceptable verifications of new and ongoing self-employment?  Is the PA 167 required?

   
Answer:  Although the PA 167 (Monthly Earnings Report) is not mandatory, self-employed individuals are strongly encouraged to use the form.  Per State regulations the participant must attach verification when claiming self-employment on the QR 7.  The verification could be a complete PA 167, documentation on employer’s letterhead for irregular employment, or a hand written note with the gross earnings, hours worked and employer’s name and address.

Question: Can a participant’s reported employment for a Car Wash at $5.00 per hour plus tips be approved as self-employment?

   
Answer: No. This employment is not approvable because it is illegal for an employer to hire an employee at less than the State minimum wage; further, tips cannot be guaranteed.  Approvable self-employment and compensation by commission include, but is not limited to: child care provider, cosmetologist, medical transcriber, and mechanic.
