LA County State Legislative Priorities, 2011-12 Legislative Session
Federal LegislationThese recommendations represent the updated policies and proposals for the County's State Legislative Agenda for the second year of the 2011-12 Session of the State Legislature, which were developed in coordination with the Board of Supervisors, County departments, the Legislative Strategist and Sacramento advocates. This package, together with other positions previously adopted by the Board, will guide the County's advocacy efforts. CalWORKs: Thompson-Maddy-Ducheny-Ashburn Welfare-to-Work Act of 1997 This bill provides legislation for the implementation of CalWORKs Welfare-to-Work Reform.

Legislative Proposals
These recommendations represent the updated policies for the County's Federal Legislative Agenda, which were developed in coordination with the Board of Supervisors, County departments, the Legislative Strategist, and the Washington, D.C. advocates. These changes seek to secure increased Federal funding, enhance the County's ability to deliver effective services and address needs, and achieve greater flexibility over the use of Federal funds. This package, together with other positions previously adopted by the Board, will guide the County's Federal advocacy efforts for the 112th Congress. TANF: Personal Responsibility and Work Opportunity Reconciliation Act of 2006 (H.R. 3734) This bill provides legislation for the implementation of TANF Welfare Reform. Food Stamps: Food, Conservation, and Energy Act of 2008 (H.R. 6124) This bill provides for the continuation of agricultural and other programs of the Department of Agriculture through Fiscal Year 2012. More information is available through the USDA 2008 Farm Bill web site. Deficit Reduction Act (DRA) of 2005 This bill made certain changes to Medicaid (Medi-Cal in California) law. One of those changes was the requirement for individuals declaring to be U.S. citizens or U.S. nationals to show documentary evidence of this fact, as well as proof of identity. Information on the implementation of this requirement in California is available through the Department of Health Care Services web site.

Federal Budget Documents
The California Department of Finance released the Governor’s goals and objectives for the forthcoming year, including highlights of significant issues, policies, and initiatives of the Administration reflected in the budget, and transmits the enacted budget for California. CWDA Budget Updates The County Welfare Directors Association of California (CWDA) provides counties with a series of updates on the status of the State Budget. Updates include information on the Governor’s proposals, budget subcommittee actions, Budget Conference Committee actions, leadership negotiations, and Governor's vetoes. CDSS Local Assistance Estimates The California Department of Social Services (CDSS) releases local assistance estimates, which accompany the Governor's proposed Budget and May Revision each year, providing detail estimates for the Department’s basic programs and premises and offering trends and final caseload projections. CDHS Family Health Local Assistance Estimates The Family Health Local Assistance Estimates provide information on costs for California Children's Services (CCS), the Child Health and Disability Prevention Program (CHDP) and the Genetically Handicapped Persons Program (GHPP), including the compilation and fiscal analysis of data for policy changes, and projection of cost and user trends. DHCS Governor’s Budget Highlights The budget for DHCS supports activities and services that reinforce the State’s commitment to protecting and improving the health of all Californians.
President's Budget, FY 2012
Transmits the President’s budget of the United States Government for Fiscal Year 2010, entitled A New Era of Responsibility: Renewing America’s Promise, which includes the President’s budget message, information on the President’s priorities, and budget overviews organized by agency.
