Community Services Block Grants are appropriations from the U.S. Department of Health and Human Services to help communities address poverty issues. States are allocated money and are directed to fund anti-poverty nonprofit and/or public agencies statewide to address the local issues of poverty within their communities. The funding for the program is provided to Community Action Agencies (CAA's) who in turn oversee the program and monitor the services provided to the low-income population. These services include but are not limited to employment services, housing assistance, emergency and referral services, nutrition, health related services, and counseling and education. The Los Angeles County CSBG program is administered by the Department of Public Social Services.

Community Action Agencies are governed by Community Action Boards (CABs) comprised of representatives from the community and from the public and private sectors. Overseeing one of the largest programs in the country, the Los Angeles County CAB was established by the Los Angeles County Board of Supervisors' Board Order No. 107 on December 18, 1979. The primary responsibility of the CAB is to oversee the implementation of the social services and anti-poverty programs funded by Community Services Block Grants (CSBG). |
